Synopsis:

Abolishing the Senatorial Scholarship and House of Delegates Scholarship Programs; transferring specified appropriated scholarship funds, after a specified date, to the Educational Excellence Award Program; permitting specified recipients to continue to receive awards, as designated; requiring the Secretary of Higher Education to develop and submit a plan to the General Assembly to replace the scholarship programs; directing the Governor to include specified money in the annual budget; etc.
