Synopsis:

Including within the definition of "practice medicine" under the State Medical Practice Act the making of a specified proposed determination that a health care service is not medically necessary or medically appropriate for a patient; specifying an exception for a determination made solely for an educational purpose; and specifying a certain rule of construction for the Act.
