Synopsis:

Repealing provisions pertaining to the unlawful taking of a motor vehicle; and increasing the penalties from a $100 fine or 6 months in jail or both to a $5,000 fine or a 5-year sentence or both for the unauthorized taking and use of a motor vehicle and other personal property.
