Synopsis:

Requiring the Motor Vehicle Administration to impose on each learner's instructional permit and provisional driver's license a restriction that prohibits the holder of the license or permit from operating a motor vehicle unless each occupant of the vehicle is restrained by a seat belt or child safety seat; authorizing a medical exception; and providing for penalties.
