Synopsis:

Authorizing the creation of a State Debt in the amount of $2,400,000, the proceeds to be used as a grant to the Mayor and City Council of Baltimore to purchase police cars for the Police Department of Baltimore City for the use of Departmental police officers who are residents of Baltimore City on a 24 hour a day basis.
