Establishing the effectiveness of a direct or indirect transfer of structured settlement payment rights; requiring an obligor or annunity issuer to make payments to any transferee of structured settlement payment rights if the transfer has been authorized in an order of a court based on specified findings; providing for the jurisdiction over cases involving transfers of structured settlement payment rights; providing immunity to an obligor or annuity issuer under specified circumstances; etc.
