Synopsis:

Authorizing a county to participate in a specified health funding incentive program under specified conditions; requiring the Department of Health and Mental Hygiene to direct specified locally appropriated funds to a licensed provider in accordance with specified requirements; deeming a county to have met a specified funding requirement if the county makes a specified appropriation for a program for the developmentally disabled in a specified amount; providing for a delayed effective date; etc.
