Synopsis:

Altering a certain termination provision relating to the authority of motor vehicle rental companies to sell or offer insurance to renters under certain circumstances; requiring a motor vehicle rental company to hold a special restricted certificate of qualification to sell or offer insurance to a renter of a motor vehicle under certain circumstances; etc.
