Consumer Protection and Electric Utility Restructuring Act of 1999

Synopsis:

Expanding the net energy billing program to include renewable energy resources; providing that a retail customer may not purchase electricity directly from a retail electric service provider unless certain conditions are met; allowing specified local government electric companies to elect not to allow retail access within their service territories under specified circumstances and subject to specified conditions; etc.
