Synopsis:

Requiring the Secretary of Human Resources to assist the State Department of Education to establish a pilot program that will allow children of families in the Family Investment Program who attend specified schools to attend public charter schools; requiring the transfer of public funds to public charter schools; authorizing the establishment of public charter schools; etc.
