Authorizing a convicted person to institute a postconviction proceeding requesting an order for DNA testing of evidence under specified circumstances; requiring a judge to make specified findings before making an order for DNA testing; requiring specified notification procedures; authorizing the court to order the payment of costs; providing for court appointed counsel; providing for discovery orders; providing for specified sanctions; requiring the court to select a laboratory that meets specified testing standards; etc.
