Synopsis:

Authorizing the creation of a State Debt not to exceed $500,000, the proceeds to be used as a grant to the Board of Directors of the Baltimore Chesapeake Bay Outward Bound Program for the planning, design, and construction of a new building and the repair, renovation, and reconstruction of Honeymoon Cottage, at Leakin Park, and to renovate and expand facilities to accommodate growth in student population and additional programs, subject to a requirement that the grantee provide and expend a matching fund; etc.
