Establishing a pilot program to implement wireless communications technology in all Baltimore County schools; stating the purpose of the program; requiring the Baltimore County Board of Education to submit a plan to implement wireless communications technology to the State Superintendent of Schools for approval; requiring the Superintendent to select a plan for approval based on specified criteria; requiring the Superintendent to award a grant for an approved plan; requiring the Governor to include funds in the budget; etc.
