Synopsis:

Authorizing the county boards of education to be the public chartering authorities for public charter schools in the State; establishing the rights and duties of the county boards as public chartering authorities; enumerating the entities that may or may not apply for a charter; permitting existing public schools to convert to public charter schools under specified conditions; etc.
