Authorizing the creation of a State Debt not to exceed $1,000,000, the proceeds to be used as a grant to the Board of Directors of The Chelsea School, Inc. for the acquisition, planning, design, repair, renovation, reconstruction, construction, and capital equipping of a classroom building and a gymnasium and for the demolition of, and lead abatement work on, the annex, subject to a matching fund requirement; etc.
