Authorizing the creation of a State Debt in the amount of $250,000, the proceeds to be used as a grant to the Board of Directors of Iota Upsilon Lambda, Inc. for the planning, design, construction, reconstruction, repair, renovation, and capital equipping of buildings located in Colesville, for use as a museum, educational center, and community and meeting center, subject to a requirement that the grantee provide and expend a matching fund; etc.
