Synopsis:

Altering a definition to include a specified location and prohibit dumping of dredged material in the location; requiring the Maryland Port Administration to submit a strategic plan to specified persons for comment on or before a specified date each year; and requiring specified items to be addressed and identified in the strategic plan.
