Synopsis:

Requiring an annual estimate of the amount by which operating revenues of the Mass Transit Administration will be greater than or less than 50% of operating expenses; requiring the Governor to include in the budget a specified appropriation to the Transportation Trust Fund; stating the intent of the General Assembly that the funds be used for mass transit; etc.
