Synopsis:

Authorizing the creation of a State Debt not to exceed $500,000, the proceeds to be used as a grant to the County Council and the County Executive of Baltimore County for the planning, design, construction, and capital equipping of a facility located at 1500 Homberg Avenue, Baltimore, for use as a Police Athletic League/Recreation Center, subject to a requirement that the grantee provide and expend a matching fund; and providing generally for the issuance and sale of bonds evidencing the loan.
