Synopsis:

Requiring that demands projected in the land use element of local comprehensive plans be within the planned capacities for transportation and community facilities; requiring specified facilities in the transportation element of local comprehensive plans to be consistent with a specified plan; allowing applications for specified developments to be approved only if specified transportation facilities exist or are consistent with specified programs; etc.
