Synopsis:

Requiring the Department of Human Resources to pay a kinship parent for kinship care of a child that does not need special care at a rate that is not less than 50% of the rate paid for a child in foster care; requiring the Department to pay a kinship parent for kinship care of a child that needs the most demanding special care at a rate that is not less than 50% of the rate paid for foster care of a child that needs the most demanding special care; etc.
