Providing for State income tax credits for specified costs for construction or rehabilitation of buildings and specified equipment to meet applicable energy efficiency and environmental standards established by the Maryland Energy Administration and the Department of the Environment by regulation; authorizing the Comptroller, the Administration, and the Department to adopt regulations; requiring the Administration and the Department to adopt specified regulations by a specified date; etc.
