Establishing criteria for the approval of State grants for the purchase of textbooks for specified nonpublic schools; specifying eligibility requirements that a nonpublic school must satisfy to qualify for a grant; making specified nonpublic schools ineligible for the grants; defining terms; authorizing the State Superintendent of Schools to purchase specified textbooks and distribute them to specified nonpublic schools, subject to conditions; requiring the Department of Education to adopt specified regulations; etc.
