Requiring a procurement officer initially employed by the State or by a political subdivision of the State after the effective date of the Act to be certified as a Certified Professional Public Buyer (CPPB) by the Universal Public Purchasing Certification Council (UPPCC) within 2 years after the procurement officer first becomes eligible for certification; etc.
