Requiring the Department of Juvenile Justice to adopt regulations regarding juvenile detention standards and nonsecure placement alternatives; requiring the Department to adopt a code of conduct; requiring the Department to require private agencies under contract with the Department to adopt a specified code of conduct; requiring the Department to adopt regulations that require juvenile detention facilities to provide specified programs; etc.
