Synopsis:

Clarifying the practice responsibilities of an optometrist; altering restrictions placed on the practice of optometry; allowing for the waiver of specified educational requirements for therapeutically certified optometrists certified in another state; and altering the authority of the Secretary of Health and Mental Hygiene to establish specified guidelines and regulations.
