Authorizing the creation of a State Debt in the amount of $100,000, the proceeds to be used as a grant to the Commissioner of Health for Baltimore City for the planning, design, construction, repair, renovation, reconstruction, and capital equipping of a primary care facility for adult males, to be located in Baltimore City, subject to a requirement that the grantee provide and expend a matching fund of $80,000; etc.
