Requiring an executive unit of State government to use an open and competitive bidding process in retaining an attorney or group of attorneys to perform legal services on behalf of the unit; requiring the unit to submit a contract for legal services that exceeds a specified amount to specified committees of the General Assembly for review and comment; providing a procedure and time line for the review and comment process; providing for the application of the Act; providing for the severability of the Act; etc.
