Synopsis:

Allowing collective bargaining by a public school employer with certificated employees over educational policy and the administration of public schools; providing that a public school employer may not prohibit collective bargaining with certificated employees over specified matters; providing for the selection, composition, and use of an arbitration panel in collective bargaining with certificated employees; etc.
