Synopsis:

Authorizing the creation of a State Debt not to exceed $300,000, the proceeds to be used as a grant to the Board of Directors of the Kunta Kinte - Alex Haley Foundation, Inc. for the planning, design, and construction of a memorial to commemorate Kunta Kinte, who arrived at the city dock of Annapolis in 1767 to be sold into slavery, and Alex Haley, a descendant of Kunta Kinte and the internationally acclaimed Pulitzer Prize winning author of "Roots", subject to a requirement that the grantee provide and expend a matching fund; etc.
