Requiring managed care organizations to adhere to the same standards concerning administrative service provider contracts as health maintenance organizations under the Maryland Medical Assistance Program; requiring the Insurance Commissioner to consult with the Secretary of Health and Mental Hygiene before taking specified action; etc.
