Synopsis:

Requiring the Secretary of Health and Mental Hygiene to phase in the maximum resource allowances and maximum monthly personal needs allowances for noninstitutionalized spouses of persons who reside in an inpatient medical facility or spouses participating in the Medicaid Waiver Program; etc.
