Synopsis:

Authorizing local child support enforcement offices to place an immobilizing boot on the vehicle of an obligor as a method of enforcement for child support arrearages; requiring the local child support enforcement office to provide specified notice to the obligor; establishing procedures and guidelines for implementation of the Act; requiring the local child support enforcement office to attempt to negotiate a specified settlement with the obligor; etc.
