Synopsis:

Establishing standards and procedures for the procurement of services that are currently provided by a unit of State government; requiring an invitation for bids under the Act to contain specified information; requiring the Board of Public Works to make a specified certification before approving a contract under the Act; requiring the Board to conduct the certification review using existing personnel and resources; prohibiting the Board from increasing its personnel and resources to conduct the review; etc.
