Establishing the Car Wash Conservation Program; specifying criteria car wash facilities must meet in order to participate in the Program; providing for an application process and a fee for certification in the Program; providing for inspections of certified car wash facilities; providing for benefits for participation in the Program; requiring participation in charitable organization car wash fundraisers; providing a onetime State income tax credit for car wash facilities certified in the Program; etc.
