Electric Utility Restructuring - Universal Service Charge - Allocation

Synopsis:

Requiring the Public Service Commission to make specified allocations of a universal service charge in a specified manner; requiring the Public Service Commission to prohibit electric companies from assessing the charge based on the number of accounts of a customer; and repealing a specified requirement for the Public Service Commission to make a specified allocation in a specified manner.
