Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 937 - Criminal History Records Check - Parent or Guardian of Child in Out-of-Home Placement.

This bill allows a local department of social services to require the following persons to obtain a criminal history records check: (1) a parent or guardian of a child who is committed to the local department and is or has been placed in an out-of-home placement within the past year; and (2) any adult known by the local department to be residing in the home of the parent or guardian.

Senate Bill 527, which was passed by the General Assembly and signed by me on May 11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 937.
