Authorizing the creation of a State Debt in the amount of $970,000, the proceeds to be used as a grant to the Board of Directors of Bon Secours Baltimore Health System, Inc. for the planning, design, renovation, repair, construction, and capital equipping of the emergency department, to be located at 2000 West Baltimore Street in Baltimore; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund of $241,000; etc.
