Synopsis:

Requiring the Motor Vehicle Administration to develop and make available a specially designed registration plate commemorating victims of the September 11, 2001 terrorist attacks and victims of subsequent terrorist attacks; prescribing who may apply for and the classes of vehicles eligible for the registration plate; and providing for a fee to benefit the Edward T. Conroy Memorial Scholarship Program.
