Telecommunication Services - Basic Local Exchange Service Quality

Synopsis:

Requiring the Public Service Commission to adopt regulations on basic local exchange telecommunications services; establishing a system of required customer credit in the telecommunications industry for specified actions; requiring the Commission to take specified credits into account when imposing fines in certain cases; providing that, when practicable, municipalities shall not be in more than one telecommunications exchange in specified circumstances; and defining specified terms.
