Synopsis:

Requiring the Public Service Commission to make specified recommendations and reports to the General Assembly; prohibiting specified actions by telecommunications carriers that knowingly impede the development of competition in any telecommunications service market; requiring the Commission to assess penalties in specified circumstances; requiring the Commission to analyze specified information and monitor specified activities by telecommunications carriers; etc.
