Synopsis:

Requiring the Subcabinet for Children, Youth, and Families through a steering committee of the Subcabinet to develop a comprehensive plan for establishment of a system to promote early childhood social and emotional development for school readiness of children under the age of 6 years; requiring the system developed under the Act to include screening and consultation services, establishment of community-based early childhood mental health services, formal training of child care providers, and partnerships between State and local governments; etc.
