Education - Negotiations Between Public School Employers and Employee Organizations

Synopsis:

Prohibiting a public school employer from negotiating with an employee organization on matters precluded from negotiation by law; specifying the circumstances under which negotiation is allowed; expanding to all counties the applicability of the laws governing negotiations; specifying that discipline and discharge for just cause may be negotiated; etc.
