Authorizing the creation of a State Debt not to exceed $750,000, the proceeds to be used as a grant to the Board of Directors of the Irvine Nature Center for the planning, design, construction, capital equipping, site preparation, and landscaping for trails and exhibits of 116 acres of the Caves Valley area, located in the 11000 block of Garrison Forest Road in Baltimore; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
