Authorizing the best value contracting method of procurement for specified construction contracts; requiring a best value request for proposals to contain specified information; requiring proposals submitted in response to a best value request for proposals to contain specified information, including information pertaining to specified required prelisted subcontractors; requiring proposals submitted in response to a best value request for proposals to be evaluated in a specified manner by specified evaluation teams; etc.
