Synopsis:

Altering the definition of "gifted and talented student"; specifying findings made by the General Assembly; requiring the Maryland State Board of Education to develop and implement specified procedures and services for gifted and talented students that meet specified standards; requiring that specified funds for gifted and talented students be included in the State budget as part of the basic current expense formula for State aid to education; etc.
