Synopsis:

Authorizing the Director of the State Lottery Agency with the approval of the State Lottery Commission to contract for special advertising, research, or marketing services less than $75,000 under specified conditions; providing that procurement of the services is not subject to a specified law; and prohibiting a procurement of special services from being made more than twice in a single fiscal year.
