Establishing the Maryland's Expanding Our Commitment to Excellence in Learning (EXCEL) Pilot Program for the participation of specified schools in order to reduce class size in specified grades; requiring the State Department of Education to perform specified duties and adopt regulations; requiring that specified schools participating in the Pilot Program perform specified duties; providing funding for the Pilot Program; etc.
