Synopsis:

Creating a scholarship program for the children of victims of the September 11, 2001 terrorist attacks; establishing eligibility requirements for scholarship applicants; and limiting the amount of tuition paid by the State under the scholarship program to the annual tuition rate of a resident undergraduate student at the University of Maryland, College Park; etc.
