Authorizing the creation of a State Debt not to exceed $270,000, the proceeds to be used as a grant to the Board of Directors of Baltimore Medical System, Inc. for the reacquisition of the Baltimore Medical System's administrative office building that was sold in 1999 with the option to later repurchase, located at 3501 Sinclair Lane in Baltimore; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
